The Tennessee Republican’s interest was piqued after the Biden administration announced its intention to spend nearly $87 million to house 1,200 foreigners who illegally cross the border in hotel rooms in the U.S.
“As the current contract stands, the cost to taxpayers for housing 1,200 migrant families for six months is about $71,000 per person,” Blackburn wrote in a letter Homeland Security Secretary Alejandro Mayorkas and Immigration and Customs Enforcement acting Director Tae Johnson. “For a family of four, that amounts to a shocking $284,000 – enough to buy a small house.”
Earlier this month, the administration awarded ICE an $86.9 million contract through Texas-based nonprofit Endeavors, which will provide hotel rooms near the border for temporary shelter. But Blackburn also questions how the group spends its money.
She said Endeavors in 2018 collected more than $38 million in contributions and grants but noted that “IRS filings show that nearly $22 million or almost half of those contributions went to salaries.”
“This raises questions if half of the $86.9 million in ICE contract proceeds will likewise be allocated toward employee and executive compensation instead of migrant services or housing,” Blackburn wrote in her letter.
She also expressed concerns that Endeavors’ CEO Jon Allman has not provided “specific details about the contract.”
“It is unclear whether this nonprofit has ever previously managed a contract of this magnitude, housed a migrant population of this size or served vulnerable children without putting them at further risk,” Blackburn wrote. “DHS and ICE must provide commitments to assure Congress and the American public that Endeavors is up for the task of securely and efficiently housing illegal immigrants without resulting in waste or abuse of taxpayer dollars, or worse, harming vulnerable migrant children.”

The Biden administration and private companies are working to develop a standard way of handling credentials – often referred to as “vaccine passports” – that would allow Americans to prove they have been vaccinated against the novel coronavirus as businesses try to reopen.
The effort has gained momentum amid President Joe Biden’s pledge that the nation will start to regain normalcy this summer and with a growing number of companies – from cruise lines to sports teams – saying they will require proof of vaccination before opening their doors again.
The administration’s initiative has been driven largely by arms of the Department of Health and Human Services, including an office devoted to health information technology, said five officials who spoke on the condition of anonymity to discuss the effort. The White House this month took on a bigger role coordinating government agencies involved in the work, led by coronavirus coordinator Jeff Zients, with a goal of announcing updates in coming days, said one official.
The White House declined to answer questions about the passport initiative, instead pointing to public statements that Zients and other officials made this month.
“Our role is to help ensure that any solutions in this area should be simple, free, open source, accessible to people both digitally and on paper, and designed from the start to protect people’s privacy,” Zients said at a March 12 briefing.

The initiative has emerged as an early test of the Biden administration, with officials working to coordinate across dozens of agencies and a variety of experts, including military officials helping administer vaccines and health officials engaging in international vaccine efforts.
The passports are expected to be free and available through applications for smartphones, which could display a scannable code similar to an airline boarding pass. Americans without smartphone access should be able to print out the passports, developers have said.

Other countries are racing ahead with their own passport plans, with the European Union pledging to release digital certificates that would allow for summer travel.
U.S. officials say they are grappling with an array of challenges, including data privacy and health-care equity. They want to make sure all Americans will be able to get credentials that prove they have been vaccinated, but also want to set up systems that are not easily hacked or passports that cannot be counterfeited, given that forgeries are already starting to appear.
One of the most significant hurdles facing federal officials: the sheer number of passport initiatives underway, with the Biden administration this month identifying at least 17, according to slides obtained by The Washington Post.
Those initiatives – such as a World Health Organization-led global effort and a digital pass devised by IBM that is being tested in New York state – are rapidly moving forward, even as the White House deliberates about how best to track the shots and avoid the perception of a government mandate to be vaccinated.
One of the teams working on vaccine passports is the Vaccination Credential Initiative, a coalition endeavoring to standardize how data in vaccination records is tracked.
“The busboy, the janitor, the waiter that works at a restaurant, wants to be surrounded by employees that are going back to work safely – and wants to have the patrons ideally be safe as well,” said Brian Anderson, a physician at Mitre, a nonprofit company that runs federally funded research centers, who is helping lead the initiative. “Creating an environment for those vulnerable populations to get back to work safely – and to know that the people coming back to their business are ‘safe,’ and vaccinated – would be a great scenario.”
Anderson’s team is aiming to release its free software standards in April, hoping developers will use them to help build digital vaccine records that allow people to show they have been inoculated. The Vaccination Credential Initiative includes the Mayo Clinic, Microsoft and more than 225 other organizations, many of which have pledged to use the code when administering shots.
Biden administration officials privately acknowledge the high stakes of the effort.
Proof of vaccination “may be a critical driver for restoring baseline population health and promoting safe return to social, commercial, and leisure activities,” according to the March 2 slides prepared by the Office of the National Coordinator for Health Information Technology and obtained by The Post. But officials at the session – attended by more than 150 staff from the health, defense, homeland security and other departments, and even far-flung agencies such as NASA – warned of the “confusing array” of efforts underway to create credentials.
“A chaotic and ineffective vaccine credential approach could hamper our pandemic response by undercutting health safety measures, slowing economic recovery, and undermining public trust and confidence,” one slide reads.
Micky Tripathi, whom Biden tapped as the national coordinator for health IT, recently said federal officials are concerned with a variety of health-tech challenges, including protecting the credentials against fraud, ensuring data security and making certain that low-income populations aren’t squeezed out.
“How do we make sure that whatever is available is accessible to everyone so no one is left behind or feeling like they can’t participate in the return of their day-to-day activities?” Tripathi asked at a virtual meeting hosted by the Health IT Leadership Roundtable on March 11.
Tripathi told the group he didn’t like the term “vaccine passports,” adding that “passports are something that are issued by governments. … I think of them as vaccine credentials or certificates.” Tripathi did not respond to a request for comment.
The Centers for Disease Control and Prevention, which is participating in the WHO’s effort to create “digital vaccination certificates,” also is preparing to help advise on the passport rollout. The health agency says it is expecting to play a role in determining which organizations will credential and issue the certificates, in addition to informing the public, according to CDC documents reviewed by The Post.
The Biden administration has promised to release more information about its efforts. Asked by Hawaii Gov. David Ige on Tuesday about the state of the passport initiative, Zients told governors he would provide a more detailed briefing this week, according to two peopleon the call, speaking on the condition of anonymity to describe the private conversation.
Federal officials defended the pace of the project.
Taking time to get the credentialing project right “is very, very important because this has a high likelihood of being either built wrong, used wrong or a bureaucratic mess,” said one official, speaking on the condition of anonymity to discuss the effort. The official said some of the considerations include how to adjust for the spread of variants, how booster shots would be tracked and even questions about how long immunity lasts after getting a shot. There’s “a lot to think through,” the official said.

The White House confirmed on Friday that President Joe Biden will sign executive orders on gun control.
During Friday’s White House press conference, CNN Chief White House Correspondent Kaitlan Collins asked, “Should we still be expecting executive orders from the President on gun measures?” White House press secretary Jen Psaki replied, “Yes,” and said there isn’t “an exact timeframe” on the gun control actions.
“I will note that when the president was the vice-president in the Obama-Biden administration, he helped put in place 23 executive actions to combat gun violence,” Psaki added. “It’s one of the levers that we can use, that any federal government, any President can use to help address the prevalence of gun violence and address community safety around the country.”
“We have to address this epidemic, address the threat of gun violence across many avenues,” Psaki said. “And he will. He’s committed to doing that.”
During Wednesday’s White House press conference, Psaki said President Biden has been weighing using executive actions for gun control measures “for several weeks.”
“Executive actions are of course, an important lever that every president has at their disposal,” Psaki stated. “There’s current discussions and analysis internally of what steps can be taken,.that that has been ongoing for several weeks, even before these two recent tragedies, that he looks forward to getting an update on and seeing what can be moved forward on that front as well. So he’s not waiting for anything to fail, is really the answer to your question.”
Psaki noted that the Biden administration believes addressing gun access is “important,” as well as “addressing community violence and a range of issues that are root causes and kind of lead to the deaths and the impact that we’re seeing that’s so troubling.”
Last month, Psaki proclaimed that Biden “has a range of actions at his disposal” to bypass Congress to enact gun control measures, adding that the president “hasn’t ruled out” using executive power to address the issue.
On Friday, Biden may have hinted that one of his first actions on guns could have to do with 3D-printed guns and imported firearms.
“We are looking at what kind of authority I have relative to imported weapons as well as whether or not I have any authority to … these new weapons that are being made by 3D equipment that aren’t registered as guns at all,” Biden told reporters while on the tarmac en route to his home in Delaware. “There may be some latitude there as well.”
Four Democratic senators are urging Biden to take executive action on “ghost guns,” which are handmade firearms or gun kits that the buyer assembles themselves. Ghost guns don’t need to be registered or have a serial number. The Bureau of Alcohol, Tobacco, Firearms and Explosives does not regulate these kits as firearms. Democratic lawmakers want ghost guns classified as firearms, which would require a background check, according to CNN.
“I don’t need to wait another minute, let alone an hour, to take common sense steps that will save lives in the future,” Biden demanded. “We can ban assault weapons and high-capacity magazines in this country once again. I got that done when I was a senator. It passed, it was the law for the longest time and it brought down these mass killings. We should do it again.”
Biden also called for more stringent background checks.
“We can close the loopholes in our background check system, including the Charleston loophole,” Biden said. “That’s one of the best tools we have right now to prevent gun violence. The Senate should immediately pass, let me say it again. The United States Senate, I hope some are listening, should immediately pass the two house past bills that close loopholes in the background check system.”
“Three years ago today, a lone gunman took the lives of 14 students and three educators at Marjory Stoneman Douglas High School in Parkland, Florida,” Biden said in a statement. “In seconds, the lives of dozens of families, and the life of an American community, were changed forever.”
“This Administration will not wait for the next mass shooting to heed that call,” Biden declared. “We will take action to end our epidemic of gun violence and make our schools and communities safer.”
“Today, I am calling on Congress to enact commonsense gun law reforms, including requiring background checks on all gun sales, banning assault weapons and high-capacity magazines, and eliminating immunity for gun manufacturers who knowingly put weapons of war on our streets,” the president continued. “We owe it to all those we’ve lost and to all those left behind to grieve to make a change. The time to act is now.”

As the world waits to see if the US Navy personnel dispatched to the Suez Canal will succeed in freeing the boat (after a successful “partial refloating” that appears to have been a dry run for a more comprehensive effort once the Americans arrive), Russia sees an opportunity to promote a potential alternative, as more container ships are re-directed around the Cape of Good Hope to complete their journey from Asia to Europe.
Indeed, as RT reports, Russian energy giant Rosatom is promoting a North Sea route (recently cleared of dangerous ice flows). The effort started with a series of half-joking tweets sent last night. In the thread, Rosatom offered three reasons why Russia’s strategic shipping route through the Arctic might be a viable alternative to the Suez, despite the cold and the ice. Fortunately, as Rosatom pointed out, if a container ship gets stuck in the ice, an ice-breaker ship could be quickly dispatched to help.
The first one stemmed from tracking data that showed the ship drew a giant phallus in the Red Sea before it got jammed. The state-run corporation cheekily pointed out that the Northern Sea Route offers much more space for drawing naughty pictures with the help of a giant cargo ship.
And what better way to open one’s audience up to new possibilities than with a crude joke? In its first tweet, Rosatom said there would be plenty more room for ships to draw “crude images” in the Arctic. The tweets have since been deleted, but the first one read: “Thread: reasons to consider Northern Sea Route as a viable alternative to the Suez Canal Route1. Way more space to draw peculiar pictures using your giant ships.”
Roasatom followed up the penis joke with a more serious (and valid) point about breaking the ice: “If you get icebound, we have icebreakers, well to break the ice.”
Russia has cited the develoment of the Northern Sea Route as one of its key strategic priorities. In January, Minister of National Resources and Environment Dmitry Kobylkin said cargo shipping in Russia’s northernmost territorial waters would top 80MM tons as early as 2024.
Why? Because the Russian Arctic offers the shortest route linking Europe and Asia. As Rosatom pointed out, a trip from Murmansk to Japan on the Northern Sea Route is 5,770 miles, compared with 12,840 miles if one were to travel through the Suez Canal route.
Perhaps this latest crisis will help Russia achieve their target more quickly than officials had anticipated?

The nation’s very first “vaccine passport” is coming to the Big Apple.
The program, dubbed the “Excelsior Pass,” is an app that will allow New Yorkers to prove their vaccination status, or recent history of a negative COVID-19 test, in order to gain entry to events and businesses, Governor Cuomo announced in a news release Friday.
“Similar to a mobile airline boarding pass, individuals will be able to either print out their pass or store it on their smartphones using the Excelsior Pass Wallet app,” the news release explains.
“Each Pass will have a secure QR code, which participating businesses and venues can scan using a companion app to verify proof of COVID-19 negative test results or proof of vaccination. An individual’s data is kept secure and confidential at all times.”
The app won’t show any health information when scanned — it’ll only show a green checkmark if the person has been vaccinated or tested negatively or a red “x” if they haven’t.
Major venues, such as Madison Square Garden and the Times Union Center in Albany, will begin using the app next week and on April 2, Excelsior Pass will expand to “smaller arts, entertainment and event venues,” Cuomo’s office said.
The app, which launched Friday, already works to prove vaccination status or negative test results and can be used to gain access to wedding receptions, which now require negative tests from attendees, and other events above the social gathering limit.
“New Yorkers have proven they can follow public health guidance to beat back COVID, and the innovative Excelsior Pass is another tool in our new toolbox to fight the virus while allowing more sectors of the economy to reopen safely and keeping personal information secure,” Cuomo said in a statement.
“The question of ‘public health or the economy’ has always been a false choice — the answer must be both. As more New Yorkers get vaccinated each day and as key public health metrics continue to regularly reach their lowest rates in months, the first-in-the-nation Excelsior Pass heralds the next step in our thoughtful, science-based reopening.”
The app, launched after two pilot demonstrations held in recent weeks, will use blockchain technology and encryption to ensure the health information is stored securely.
To sign up, New Yorkers can register by downloading the app and inputting personal information to verify their identity. The app will then pull data from the state’s vaccine registry and a number of pre-approved COVID-19 testing companies.

British former Supreme Court judge Lord Sumption has warned that “social controls” brought about by the coronavirus pandemic may be kept in place by governments for up to a decade.
“It’s politically unrealistic to expect the Government to backtrack now,” commented Sumption, who has been highly critical of the government’s ‘totalitarian’ lockdown policies.
The judge compared the reaction to rationing after the Second World War, which went on for nine years, adding that this time “I think it may be even longer.”
“An interesting parallel is the continuation of wartime food rationing after the last war. People were in favour of that because they were in favour of social control,” he said during a ‘Sketch notes on’ podcast.
“In the 1951 general election, the Labour party lost its majority entirely because people with five years more experience of social control got fed up with it. Sooner or later that will happen in this country,” he added.
Sumption’s warning comes in the wake of Public Health England officials stating that restrictions will remain in place for as long as other countries have not vaccinated everyone, a process likely to take years.
England’s chief medical officer also recently asserted that the pandemic restrictions, which have been in place on and off for a year, have “improved life” for some people.
Despite promising an end to restrictions in June, the UK government yesterday extended emergency COVID laws until October, with Health minister Matt Hancock refusing to say how long they will remain in place after that.
Lord Sumption also noted during the podcast that scientists skeptical of lockdown policies have been “subjected to an extraordinarily unpleasant campaign of personal abuse”.
“I know a lot of people that would prefer not to put their head above the parapet,” He continued, adding “From the very moment I started to make these points I began to get emails from politicians who agreed with what I had to say but that they themselves didn’t dare to speak out. That I think is a very serious state of affairs.”
The judge also argued that governments are using the virus politically, noting “They have consistently tried to maintain that the virus is indiscriminate when it is perfectly well-established that it primarily affects people with identifiable vulnerabilities, particularly in the elderly.”
Speaking about the draconian crack down on anti-lockdown protesters, Sumption said “People ought to be entitled to voice their differences (of opinion),” adding “If the only way you can enforce distancing is by beating people over the head with truncheons then it’s not worth it.”
Now that Brits have allowed society to be permanently deformed, with polls routinely showing vehement support for lockdown and other pandemic rules, things are never going to be the same again.
Having allowed the precedent that the government can put the entire population under de facto house arrest on a whim, look for the policy to be repeated over and over again with different justifications that have nothing to do with COVID-19.
Last week the US Army released a new strategic policy document entitled Regaining Arctic Dominance, an exhaustive 48-page work with valuable background information and striking graphics. Because of its length an attempt to summarize it with the accuracy and comprehensiveness would be a work of several pages itself. Instead, some of the more significant background data and other key components of the document will be listed. Regarding what the Pentagon refers to as the Far North, NATO as the High North and journalists as the top of the world, the following facts are relevant and excerpted from the Army study…
“The Arctic has the potential to become a contested space where United States’ great power rivals, Russia and China, seek to use military and economic power to gain and maintain access to the region at the expense of US interests. US National Security Strategy highlights the Arctic as a corridor for expanded strategic great power competition between two regions – the Indo-Pacific and Europe.”
The Arctic is where three of the US’s regional, geographic military commands – Northern Command, European Command (which is to say NATO as well) and Indo-Pacific Command – converge.
There are five Arctic littoral states: NATO members the US, Canada, Denmark and Norway, and Russia. The new strategy states rather bluntly that “The Army needs to generate forces able to compete effectively by, with, and through allies and partners, to pose dilemmas to adversaries as they seek to gain access to and compete in the region.” That means Russia and China, who are described not as partners, not even as rivals, but as adversaries.
The new Army policy identifies four arenas of rivalry and potential conflict between the US and its NATO allies and Russia and China: military developments, energy and minerals, transportation and food security.
The above division of allies and adversaries, the second repeatedly described by NATO as authoritarian enemies of the rules-based international order, is further delineated in the Army paper as follows:
While most Arctic nations are US allies, America’s great power competitors – Russia and China – have developed Arctic strategies with geopolitical goals contrary to US interests. Russia seeks to consolidate sovereign claims and control access to the region. China aims to gain access to Arctic resources and sea routes to secure and bolster its military, economic, and scientific rise.Document
In the military category, “The Arctic is essential to Russia’s military power.” Indeed it is, as even the US Army is compelled to concede that “As the country with the largest amount of land above the Arctic Circle, Russia’s first priority is defending its historic right to rule over the Far North, securing its territorial interests against those of NATO-aligned states.”
In 1949 no one in Washington or Brussels foresaw, at any rate foretold, that the newly-founded North Atlantic Treaty Organization would evolve into a North Arctic Treaty Organization. But sixty years later NATO acknowledged just that.
Regarding the American military’s concern with energy competition in the Arctic, the document states:
75% of Russia’s oil and 95% of its natural gas reserves are located in the North. The Arctic accounts for nearly 20% of Russia’s DP, 22% of its exports, and more than 10% of all investment in Russia.Document

According to most estimates, the Arctic is home to 13% of the world’s oil, or 90 billion barrels, as well as 30% of the world’s natural gas, an estimated 47 trillion cubic meters. Additionally, the Arctic has vast deposits of base metals (aluminum, copper, iron, nickel and tin), precious metals (gold, platinum, and silver), precious stones (diamonds), other minerals (apatite, graphite, and gypsum) as well as uranium. Perhaps most importantly to digital societies around the world, the Arctic is also a source of rare earth metals (dysprosium, neodymium, and praseodymium). These metals allow the miniaturization of components for aircraft engines and advanced weapons as well as televisions, smart phones, laptops, cars, and cancer treatment drugs.Document
That should clearly establish the rationale for the Scramble for the Arctic.
In a remarkable concession to the truth which will certainly never get into press reviews and academic discussions of it, the document concedes that “Russia’s efforts to reconstitute its military posture in the Arctic are primarily for territorial defense purposes and protection of Russia’s second-strike capabilities.”
That is, in both cases for purposes of defense. Second-strike options are primarily – one hopes entirely – for deterrent purposes.
For decades the US and Britain have conducted submarine exercises under the polar ice cap, arguably the last redoubt for Russian nuclear submarines, themselves the last line of second-strike deterrent protection. The Pentagon’s and NATO’s expansion into the Arctic is in part an effort to deprive Russia of any potential of deterring or responding to a joint U.S.-NATO first strike, conventional or nuclear.
To the overall purpose of regaining and maintaining military dominance in the Arctic, “The Army will generate Arctic-capable forces ready to compete and win in extended operations in extreme cold weather and high-altitude environments.”
In a section titled Project Power Across the Arctic, the document states, “The Army will improve the materiel readiness of Arctic-capable units to conduct extended operations in the region,” in part with ongoing war games like Arctic Warrior and Arctic Edge conducted with NATO allies.
The Arctic may become the decisive battleground of the 21st century. The stakes couldn’t be higher.
The DOD Clearly is planning to send the Army to fight in the Arctic and other endless wars abroad.
A former top national intelligence official hinted that an upcoming government report on UFOs will include information that cannot easily be explained.
“There are instances where we don’t have good explanations for some of the things that we’ve seen, and when that information becomes declassified, I’ll be able to talk a little bit more about that,” former Director of National Intelligence John Ratcliffe told Fox New’s Maria Bartiromo on Friday.
Ratfcliffe said some UFO sightings have been declassified in the past, but a report to be released by the Pentagon and other federal agencies will present more information to the American people.
“There have been sightings all over the world,” Ratcliffe said. “And when we talk about sightings, the other thing I will tell you, it’s not just a pilot or just a satellite or some intelligence collection. Usually, we have multiple sensors that are picking up these things.”
Ratcliffe said elements that are hard to explain in the unreleased sightings include movements that are hard to replicate or traveling at speeds that exceed the sound barrier without creating a sonic boom.
The report is expected to be released on June 1, Bartiromo said later in the program.
